Minutes of the Council

The Minutes of the Regular Frannie Town Council meeting held Monday, December 1, 2025, at 6:00 p.m. at the Frannie Town Hall. Mayor Frescoln called the meeting to order at 6:02 p.m. The following were present:

Council:                       Keara Poole, Shang Clendenen, John Ellis, Guy DeSantis
Maintenance:               Cordell McJunkin
Clerk/Treasurer:           Deidre Clendenen
Absent:                       

Guests:                        Steve Richardson

 

 

PUBLIC COMMENT – Mr. Richardson followed up about the dog defecation along the street/easement outside his home and neighbors. Neighbors continue to complain and have witnessed more than the allowed amount of dogs in the home.

 

CONSENT AGENDA

Approval of amended agenda to include item #3 in New Business.

Council member Poole made a motion to approve the amended agenda. Council member Clendenen seconded. All in favor, motion carried.

            Minutes – 11/2025

Council member Ellis made a motion to approve the consent agenda. Council member DeSantis seconded. All in favor, motion carried.

            Warrant Register (bills) – 11/2025

Council member Ellis made a motion to approve the consent agenda. Council member Clendenen seconded. All in favor, motion carried.

OFFICER REPORTS

 

·         Recreation – We were able to donate 8 meals to families in Frannie due to the generosity of Mr. Smalley, Ms. Patty Paulson, and Ms. Jeannie Fortenberry. Many thanks to all!
John Bernhisel has been able to procure computers from the school district for our little library. He would like to meet with anyone available (Mayor, council, clerk) this week for a few words and pictures for the paper.

 

·         Maintenance – not much going on, it’s cold-Be freeze aware.

 

·         Clerk/Treasurer – an increase in facility rental price is needed. $10 is too low. Council member Poole made a motion to increase the daily renal fee to $50. Council member Clendenen seconded with all in favor. Motion carried.

 

·         Council – none

 

·         Mayor – none


UNFINISHED BUSINESS

1.      Wyoming Local Government Liability Poole board elections

After discussion, it was decided to send in a vote for Brad Basse.

 

2.      Ordinance 2025-2, Water Dock rate increase, second reading
After another discussion, council member Poole motioned to approve an increase to $6.00 per thousand gallons purchased at the water dock. Council member Ellis seconded.
All in favor, motion carried.

 

NEW BUSINESS

 

1.      Banks of Bridger pledges
Communication on continued use of the Bank of Bridger system banks as our depository


2.      Public Works Director-send to Casper January 20-22 for pesticide training
cost of attendance is $150, room is $135 per night, per diem of up to $50 per day
Council member Clendenen made a motion to send Cordell to Casper for pesticide training. Council member Poole seconded.
All in favor, motion carried.



3.      Winter Solstice firing at Empress Bronze Foundry
Council member Poole made a motion to approve a noise variance for this event. Council member DeSantis seconded. All in favor, motion carried.


Communication
Next meeting January 5. December 13 at 6pm is the Christmas Party and all are invited.

Council member Poole made a motion to adjourn the meeting. Council member Clendenen seconded.

All in favor, motion carried.
