Minutes of the Council
The Minutes of the Regular Town Council meeting held Monday, June 2, 2025, at 6:00 p.m. at the Frannie Town Hall. Mayor Richardson called the meeting to order at 6:00 p.m. The following were present:
Mayor: Steve Richardson
Council: Roger Ganoung, Shang Clendenen, Garret Frescoln, Keara Poole
Maintenance: Cordell McJunkin
Clerk/Treasurer: Deidre Clendenen
Absent:
Guests: Nancy Ganoung, Guy DeSantis, Chris & Donna Dunton

CONSENT AGENDA –
Approval of agenda
Minutes – 5/2025, special meeting 05/19/25
Warrant Register (bills) – 5/2025
Council member Frescoln made a motion to approve the consent agenda. Council member Clendenen seconded. All in favor, motion carried.
Frannie Deaver Utilities – 5/2025
Council member Poole made a motion to pay Frannie Deaver Utilities. Council member Ganoung seconded with Council member Frescoln abstaining voting. All in favor, motion carried.

OFFICER REPORTS
- Recreation – Discussed an end of summer town BBQ, will address again in July
the clerk asked about Kids Fun Day (currently not happening unless someone would like to take over)
- Maintenance – has bugged the ponds, will be spraying mosquito pellets in town-please sign a waiver if interested

UNFINISHED BUSINESS
- Ordinance 2025-1 FY26 Budget, Final reading
Council member Poole made a motion to approve the ordinance on final reading. Council member Frescoln seconded.
All in favor, motion carried.
NEW BUSINESS
- Open any bids on truck
Council member Frescoln made a motion to accept the lone bid of $1500. Council member Clendenen seconded.
All in favor, motion carried.
- Public Works request for vacation, July 12-20
Council member Frescoln made a motion to approve the request. Council member Ganoung seconded.
All in favor, motion carried.
- Letter of Support for Big Horn County’s application for FY2025 Safe Streets and Roads for All (SS4A) Planning and Demonstration Grant
Clendenen motioned to sign the letter of support, but the item died due to lack of a second.
- Resignation from the mayor
effective 6/3/25 at 12:01 am
Council member Clendenen made a motion to accept the mayor’s resignation. Council member Poole seconded.
All in favor, motion carried.
Communication – Next meeting in on July 7. Mayor Pro-tem Frescoln will be attending via Zoom or other available video link.
