Minutes of the Council
The Minutes of the Regular Frannie Town Council meeting held Monday, June 1, 2026, at 6:00 p.m. at the Frannie Town Hall. Mayor Frescoln called the meeting to order at 6:00 p.m. The following were present:

PUBLIC COMMENT – Nancy Ganoung
addressed the council with suggestions for the library. She would like to make
it more user friendly (start with painting over the chalk boards). The clerk
suggested papering over or using fabric squares should the paint not work.
Steve Richardson asked why the flag was not at half staff on Memorial Day. It
was an oversight on the town’s part.

member Clendenen made a motion to approve the amended consent agenda. Council
member Ellis seconded. All in favor, motion carried.

OFFICER REPORTS
· Recreation – working on flower pots, have purchased some decorations for the country’s 250 celebration
· Maintenance –working on weeds, grass, and bugs
· Clerk/Treasurer – Thank you to Wyoming Lime (Cherie Wambeke, Ron Bush) for providing the town hall with a permanent first aid station and AED unit, working on the fiscal year end items
· Council – Council member Ellis asked if there were persons trained in first aid and the AED machine. There are multiple individuals with training.
· Mayor – Mayor Frescoln apologized for the flag not being lowered on Memorial Day.

BUSINESS
1. Ordinance 2026-2
FY2027 Budget, Final reading
Council member Ellis made a motion to approve the
budget for fiscal year 2027. Council member Poole seconded. All in favor,
motion carried.
2.
Appoint
a code enforcement officer
Council member
Ellis motioned to approve the appointment of Council member Clendenen as the
town’s code enforcement officer after a discussion ensued. Council member Clendenen
abstained. Council member Poole seconded. All in favor, motion carried.
NEW BUSINESS
Communication –
Next meeting July 6 at 6pm,
School’s out for the summer-please watch for kids in the streets, mosquito
spraying will begin-sign up to opt-out of fogging or to opt-in for lawn pellets

Council member Clendenen made a motion to adjourn the meeting. Council member Ellis seconded.
All in favor, motion carried.
Mayor Frescoln adjourned the meeting at 6:22 p.m.
